The East Grand Forks City Water and Light Commission voted July 1 to award the 2026 lead service line replacement contract to Big Al's Construction, the low bidder, for $130,500.
Steve, a city staff member, told commissioners the city solicited bids from seven contractors and received three quotes. "The low quote being received from Big Al's Construction in the amount of $130,500," he said, and staff recommended awarding the project to Big Al's, noting the company has worked with the city on similar service work in the past and indicated readiness to begin once contracts are executed.
Commissioners asked about funding. Steve said the city has up to about $200,000 available to cover construction and engineering costs for this project. He also said staff missed the next funding cycle and plan to pursue additional state funding in 2028 to complete remaining lead service line work. A commissioner pressed for confirmation that state funds remain for the current project; staff confirmed availability for this award but warned that legislative cuts have reduced some future funding streams.
The motion to award the project was moved and seconded and passed by roll call. With the contract in place, staff will finalize agreements and coordinate construction scheduling; the city plans to seek further funding in 2028 to finish outstanding lead service replacements.
