Hackberry Elementary School District Governing Board adopts broad package of advisory policies, declines one

On July 14, 2025, the Hackberry Elementary School District #3 Governing Board voted unanimously to adopt a wide-ranging set of advisory policies covering student activities, board governance, budgeting and procurement while voting not to adopt Advisory Policy #716 (Referrals to Other Agencies).
The Hackberry Elementary School District #3 Governing Board met July 14, 2025, at a special session and voted 4-0 to adopt a broad set of advisory policies covering student fund-raising, student discipline, board governance, fiscal procedures and procurement, and to decline adoption of Advisory Policy #716 (Referrals to Other Agencies).
Governing Board President Leanne Donason presided over the meeting. Superintendent/Principal Christina Ramirez was listed on the agenda as the district agent. After roll call showed five board members with one absence (Bryan Wright), the board approved the meeting agenda on a motion by Governing Board member Tammy Herrera, seconded by Governing Board member Pam Adams; the motion passed 4-0.
On a separate motion, the board declined to adopt Advisory Policy No. 716 (JLDAB — Referrals to Other Agencies), with Governing Board member Pam Adams moving the action and Valerie Grimes seconding. That motion passed 4-0. The board then considered and adopted several grouped policy packages by separate motions. These included Advisory Policies Nos. 783–786 (Policy JJE — Student Fund-Raising Activities; Exhibit JK-EA — Student Discipline; Exhibit KB-EB — Parental Involvement in Education; Policy KEC — Public Concerns/Complaints About Instructional Resources) and Advisory Policy No. 808 (Regulation IHB-R — Special Instructional Programs), each approved by 4-0 votes.
The board reviewed an extensive block of governance and meeting-related policies (Nos. 819–862 and related exhibits). Several motions approved packages of those policies, and the board recorded a specific revision to Advisory Policy No. 822 concerning quorum and vacancies: the board added a 15-minute wait time under that section before taking additional action. That revision was approved by motion (Valerie Grimes moved; Tammy Herrera seconded) and passed 4-0.
The board also approved adoption of Advisory Policy Nos. 823–857 and 859–862 (motions recorded as passing with 4-0 tallies). Advisory Policy No. 858 (BIBA — Board Member Conferences, Conventions, and Workshops) was approved with the removal of section BIBA-R; that approval passed 4-0 on a motion by Valerie Grimes, seconded by Leanne Donason.
Additional policy adoptions recorded that morning included Nos. 863–865 (items such as updated board evaluation materials, the Basic Instructional Program IHA, and JLIF — Sex Offender Notification) and a first read and approval of a package covering Nos. 876–905, which encompass fiscal management goals, annual budget procedures, purchasing and bidding procedures, payroll, audits, and school property disposition. Motions approving these blocks were recorded as passing 4-0.
The meeting closed with an announcement soliciting agenda items for the next meeting (email to Superintendent/Principal Christina Ramirez at cramirez@hesd.net). The board adjourned after a motion by Tammy Herrera, seconded by Valerie Grimes; the transcript records adjournment at 10:50 AM. The next scheduled meeting is listed for Aug. 12, 2025; the district said agendas will be posted on the office bulletin board and the district website (www.hesd.net).
