Queenstown schedules Nov. 12 hearing on solar ordinance, continues review of ADUs and rental rules

The Queenstown Commissioners confirmed a public hearing on Nov. 12, 2025 for Ordinance No. 25.06, which would amend Article VII, Section 77 of the town zoning ordinance (Solar Energy Equipment) to comply with the Brighter Tomorrow Act. The ordinance was introduced Oct. 8; a hearing date was scheduled at the Oct. 22 meeting.
Commissioners continued to review proposed clarifications and revisions to the town’s water/sewer connections code and discussed proposed amendments related to accessory dwelling units (ADUs). During the meeting, commissioners asked staff to continue reviewing draft language to support a future ordinance.
On housing regulation, commissioners discussed possible legislation to regulate long-term rental properties. Staff noted Ordinance 17-05 was introduced and once had a public hearing in 2017 but was never adopted; the commission directed members to revisit that draft and identify policy goals and specific issues to address before bringing forward a new proposal.
On development, Town Attorney Lyndsey Ryan said a Public Works agreement drafted for Wheatland's Project and the payment structure for related water improvements has been forwarded to Richmond American for review. Ryan said staff are awaiting any response from USDA but indicated USDA action is unlikely while a federal government shutdown is ongoing.
Next steps: the commission will hold the public hearing on Ordinance No. 25.06 on Nov. 12, continue drafting ADU ordinance language, and review objectives for any updated long-term rental regulation. The Wheatland’s Project agreement remains under review by Richmond American and staff will update the commission when external responses arrive.
