Snowville planners push general plan, council backs master-plan grant; water analysis supports proposed RV park

Planning and zoning commissioners told the council they are moving to draft a general plan and seek a state grant to support planning work. Council authorized staff to pursue the master-plan grant.
Carson Morgan and Cody Carter (Planning & Zoning) said the commission will review other towns' plans and assemble a locally tailored general plan; the commission set an informal target for a plan ready by Jan. 1, 2027 and encouraged the full council to participate in work sessions.
Cody described plans for a proposed 20-site RV park and asked whether a single two-inch meter would be acceptable. Councilors and staff discussed annexation and the town's ordinances: town staff noted an RV-park connection and connection terms may require the property to be annexed so Snowville can deliver water and capture revenue; councilors said a site plan and formal county/city review must precede any approval.
Town engineering staff presented a water-capacity analysis. "In a nutshell, there is enough water to supply the RV park out there," Eric said, explaining the system can support 20 connections at roughly 2,000 gallons per day (100 gpd per RV) and still has headroom up to a larger configuration; he recommended a two-inch service line to provide future capacity.
Council instructed planners and staff to request a formal site plan from the developer, review annexation and impact-fee requirements, and prepare ordinance amendments to address RV-park connections and multi-site hookups to a single meter.
