County clerk outlines ADA upgrades and HAVA grant opportunity for Snowville building

Marla Young, Box Elder County clerk, told the Snowville council the Disability Law Center had inspected the town building and identified accessibility gaps that likely will require corrective work.
"You probably would want to get a couple of bids," Marla said, urging the town to gather contractor prices for a van-accessible parking stall, striping and either a permanent ramp or a portable solution for election days. She noted state HAVA (Help America Vote Act) funds are available to help municipalities pay for accessibility work tied to elections.
Marla described the most-significant items the assessment recommended: (1) designate and stripe at least one accessible parking stall with van access and clear access to the door; (2) address a six-inch rise into the building by installing a threshold or ramp; and (3) ensure any paving/leveling provides unimpeded access. She said a temporary portable ramp could be used during elections at modest cost (she estimated under $500) but that the parking/striping work would likely be the larger expense.
Councilors asked whether local crews could bid the work; Marla said county road staff could quote paving but not the ramp construction and encouraged the town to obtain a few bids, then bring them to her office to pursue HAVA funding.
Council members agreed to seek bids and consider a short-term portable ramp for the upcoming election season while pursuing grant support for permanent work.
