Boone County approves landfill payments, fireworks permit and HR updates; holds closed session on litigation
Summary
The board approved a $1,950 change order and an $85,577.28 pay application for the Leachate Forcemain Project, granted a fireworks permit for Sunstream Retreat Center, waived two landfill tipping fees for the City of Churdan, authorized a Nationwide agreement and an employee handbook update, and briefly met in closed session under Iowa Code 21.5(c).
At its July 1 meeting the Boone County Board of Supervisors approved multiple operational, permitting and human-resources items, and briefly met in closed session to consult with counsel on litigation matters.
Landfill Administrator John Roosa provided a departmental update and the board approved Change Order #1 for the FY27 Leachate Forcemain Project in the amount of $1,950 and Pay Application #1 to JB Holland Construction for $85,577.28. The board also approved waiving tipping fees for two municipal solid waste loads for the City of Churdan on Aug. 8, 2026. Supervisor Shawn Bryant moved the related motions and Supervisor Scott Longhorn seconded; each action passed unanimously.
The board approved a fireworks display permit for Greater Omaha Youth for Christ to hold a display at Sunstream Retreat Center on July 26, 2026, with rain dates July 27-31. The board also approved sponsorships from the Boone Chamber Community Betterment Funds for a new teacher breakfast, Pufferbilly Days and a hole sponsor for the Chamber—s golf tournament.
Human Resources Director Katelynn Hensley was present while the board authorized signing a Nationwide agreement, approved an update to the Employee Handbook (Section 11.9) and approved job descriptions for Planning & Development and Health & Sanitation department director positions. All motions were recorded as passing unanimously.
The board moved into a closed session at 9:01 a.m. under Iowa Code 21.5(c) "to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent." County Attorney Matt Speers attended the closed session. The board returned to open session at 9:12 a.m. The meeting adjourned at 10:23 a.m.
