Assessing Clerk Alison Kreutz and Assessors Agent Marybeth Walker recommended that the Select Board reinstate a charitable tax exemption for Journeys in Education (the organization that runs the Mariposa Museum) for the 2023 tax year, provided the nonprofit re-enters a Payment-in-lieu-of-taxes (PILOT) agreement with the Town.
Kreutz said staff had worked at length to resolve remaining questions and that co-chair David Blair supplied requested documentation. Under the recommended PILOT structure, the annual payment would be calculated by taking the Town portion of the tax rate and applying it to the assessed value of property owned by Journeys in Education, divided by 1,000 — effectively recognizing the town services the organization receives while returning a town‑portion payment to the municipal budget.
David Blair told the board that back taxes for 2021 had been paid in full and that 2022 taxes had not yet been paid. Kreutz clarified that the PILOT agreement would affect 2023 forward, and she emphasized the statutory timelines: Journeys in Education must file required state forms (A‑9 and A‑12) by the state deadline each year for eligibility to be considered.
Bill Taylor moved to grant the charitable exemption conditioned on reentering a PILOT agreement; Chair Tyler Ward seconded and the motion passed unanimously.
