Little Canada council approves lift station plans, accepts clean-water grant and pauses deer control

The Little Canada City Council on June 22 authorized bidding on final construction plans for upgrades to the County Road B lift station, accepted Metropolitan Council clean-water grant funds and approved a no‑control 2026 deer-management program.
The Council voted unanimously on a slate of routine and project measures after staff presented background and implementation details. Utility Billing and Administrative Support Specialist Evan Glunz explained the Metropolitan Council Water Efficiency Grant agreement, including the program marketing, documentation residents must submit, and that staff typically process reimbursement applications within 24 hours. The Council adopted Resolution No. 2026-6-91 to accept the grant and execute the agreement for the July 1, 2026–June 30, 2028 program period.
City Engineer Eric Seaburg described the County Road B lift station project and the decision to construct a new force main parallel to the existing line so service can be maintained during construction. The Council approved final construction plans and authorized project bidding with Resolution No. 2026-6-92. Seaburg told the Council the plan anticipates two pipes in the ground to allow continuous service while crews complete the upgrade, and staff will return with funding details after bids are opened.
Parks and Recreation Director Steve Anderson presented the Park and Recreation Commission recommendation to make no deer-control interventions in 2026. Council members discussed fertility-control options, resident feeding and an upcoming Natural Resources Management Plan that will address geese and other wildlife. The Council adopted Resolution No. 2026-6-93 approving the 2026 Deer Management Program as presented.
The Council also authorized the city’s participation in the nonpartisan Cities for Safe and Stable Communities Phase II coordinated‑response model. City Administrator Bryce Shearen summarized the 12‑month subscription and support structure and noted the $1,500 fee would be paid from Council contingency. Mayor Tom Fischer and council members described networking and informational value but said they would monitor future budget implications. Resolution No. 2026-6-94 was adopted unanimously.
