City Clerk Heidi Heller reported Keim applied to open a new wine shop at 9 Little Canada Road E. in the Thunder Bay Mall and noted the city code allows three off‑sale liquor licenses; two currently operate. Keim told the council he has been in the wine business for 50 years, recently sold a brewery in St. Paul and plans to focus primarily on French wines. He said he will ship nationwide and does not expect the business to be open frequently at night or on weekends, and anticipated opening in mid‑August.
Malone introduced the resolution approving the new off‑sale liquor license (Resolution 2026‑6‑81); Miller seconded and the motion passed unanimously. The resolution was approved subject to all liquor license requirements and the city clerk’s review and issuance procedures.
