Little Canada council backs comparable-city list for compensation reviews

Mayor Tom Fischer called a Little Canada City Council workshop to order at 6:00 p.m. on May 27, 2026, where the council reviewed proposed lists of comparable cities intended to guide compensation and department-specific benchmarking.
Assistant City Administrator Laura Linehan told the council the comparable-city lists will be used for compensation reviews and other department-level comparisons and that the Strategic Plan calls for Council-supported lists. She said it is preferable to use the same set of cities for consistency across compensation and benefits reviews, while periodically revising the list as communities change.
Council members discussed the department-specific lists Linehan described for Finance, Administration, Community Development, Public Works and Parks. Council recommended removing North Oaks from the Finance list and questioned why Mounds View was not included; after discussion, the council gave consensus to proceed with staff recommendations for the additional department lists.
The council indicated consensus to support the comparable-cities list as presented for compensation uses. Linehan stated staff will review Council questions internally and bring the lists back to the City Council for formal approval at the June 10 meeting.
The workshop was held in the City Center conference room at 515 Little Canada Road. City Administrator Bryce Shearen, City Clerk/HR Manager Heidi Heller and Nick Schwalbach were listed as present. The meeting adjourned at 7:20 p.m.
