Commissioners table Humane Society agreements while negotiators reconcile contract terms

County counsel and staff presented two proposed agreements with the Morgan County Humane Society on July 6: one to continue animal-control and shelter services and another for emergency animal sheltering and response.
Counsel summarized several items the Humane Society raised that require negotiation: whether cancellation/termination language should allow 30, 60 or 90 days' notice at any point during the term (not only before renewal); a requirement that a law-enforcement officer be available to respond to unsafe calls when an animal-control officer deems a scene dangerous; notification and service-level expectations during staffing shortages; explicit exclusions for wildlife or livestock calls; and periodic meetings among the county, the Humane Society and municipal partners to align service expectations.
Commissioners and counsel discussed concerns about short notice if the Humane Society withdraws from an animal-control contract and whether deductible or contingency plans are needed to maintain service continuity. Counsel said the Humane Society has legal representation (Jared Schneider) and wants city participation (Martinsville, Mooresville or other municipalities) in some items.
After discussion, a motion to table the agreements was made and passed 3-0 to allow further negotiation and to minimize delays to payment while the parties continue to work through the Humane Society's requests.
