The Select Board voted July 6 to begin accepting consolidated clean‑energy permit applications on Oct. 1, 2026, the latest date allowed under new state rules intended to streamline review of large solar, battery storage and wind projects.
Planning Director Matthew Hynes briefed the board on the state process, noting the consolidated application allows applicants to file once rather than separately with multiple boards. "The intent is to make the process more straightforward," Hynes said, adding that municipalities must also designate a local government representative (LGR) to coordinate review and distribute materials to relevant boards and staff.
Select Board members chose Oct. 1 to allow time to set up internal procedures, identify an LGR (likely the planning director or building commissioner), and learn from other towns’ early experiences before accepting applications. The board approved a motion setting the Oct. 1 start date.
Hynes told the board that the state also provides options for smaller towns that lack review resources: municipalities can ask the state to handle parts of the process if needed. The board agreed staff should return with a recommendation for an LGR before October.
