Selectmen discuss Planning Board ordinance changes, impact fees timetable and voting guide for warrant articles

At the Jan. 14 meeting, the Sanbornton Board of Selectmen discussed several policy and procedural items ahead of the town warrant process and Planning Board public hearing.
Selectman Ralph Carter noted the Planning Board will hold a public hearing this Thursday on proposed ordinance changes and said he had asked Zoning Enforcement Officer Chris Oliver whether the changes would be enforceable; Oliver responded he did not foresee enforceability issues. Carter suggested the Planning Board send proposed ideas to the ZEO before language drafting to ensure feasibility.
On impact fees, Carter said the Capital Improvements Program Committee should research impact fees and present findings to the Selectboard by June 1 for possible implementation in the new fiscal year following a public hearing. Carter also said Selectman Glenn Frederick should work with the Town Administrator to revise the time‑off policy and create a merit system, with that work to be complete by early March.
Selectman Brandon Deacon presented a draft voting guide for warrant articles, noting the medical‑insurance line represents 10% of the overall budget and that changes to the Disabled Veterans' Credit will alter accounting but not the benefit amount for recipients; additional language was to be added in places and warrant language had already been submitted to the Department of Revenue Administration.
