Greenwood aldermen approve vehicle purchase, consulting contracts and CDBG project applications; public hearing set Aug. 27

The Greenwood Board of Aldermen on Tuesday approved a package of resolutions ordering a police vehicle purchase, hiring outside consultants and advancing a Community Development Block Grant (CDBG) application to public hearing.

Chair opened the meeting and the board passed Resolution R2024-53 authorizing purchase of a 2022 Dodge Durango police vehicle through the Kansas Highway Patrol. The board then approved Resolution R2024-54, authorizing an agreement with Outright HR for HR consulting services intended to help the city create employee handbooks, manage employee conflicts, perform HR audits and conduct exit interviews. "This is what's gonna provide us with a HR consultant that can help us make... employee handbooks, help us manage employee conflicts, and then also perform HR audits," Steven (administration) said, noting a recommendation from Adam at Fellowship Church was included in the packet.

The board also approved Resolution R2024-55 to request solicitation of bids for reconstruction of the Greenwood Historical Rock Island Railroad Building. Steven (administration) said the proposal envisions placing the restored building on a city-owned lot near Walnut Street integrated with a downtown parking concept from the city's Connect Greenwood plan.

City leaders further approved Resolution R2024-56 to acquire network infrastructure equipment to support the Wolf Technologies IT services transition and passed R2024-57, authorizing Trek Design Group to develop a preliminary engineering report to strengthen a CDBG infrastructure grant application (proposed work includes resurfacing Allendale Lake Road and constructing a sidewalk on Chestnut Street). Steven (administration) told the board that a required public hearing on the CDBG application will be held at 7 p.m. on Aug. 27 and that Justin Wise with Trek Design will attend to answer questions. The board also approved R2024-58, which authorizes a TMZ marketing proposal to help prepare and submit the CDBG application packet.

Board members agreed the CDBG application process will include required public notice and a hearing. Steven (administration) said the city had sent a notice to the newspaper and will publish the notice to satisfy the application requirement. The board received additional department reports — Parks & Recreation promoted a community "movies in the parking lot" event at Fellowship Church, and public works described recent milling and a plan to expand patching — before moving to a closed session later in the evening.

What happens next: the CDBG public hearing will take place Aug. 27 at 7 p.m.; Trek Design and TMZ representatives are expected to attend to answer questions. Ordinance and budget amendments discussed during the meeting will proceed through their required readings and final-approval votes according to the city’s normal ordinance schedule.
