River Ridge approves goals and performance measures to meet Florida’s HB7013 reporting requirement

River Ridge CDD staff and counsel briefed the board on new statutory requirements under Florida House Bill 7013 and the district approved a Goals and Objectives package to comply with the law.
Mrs. Adams, District Counsel Tony Pires and District Manager Chuck Adams explained that HB7013 requires special districts to establish and report annual goals and objectives and to develop performance measures and standards to assess achievement. The board endorsed three focal categories for Fiscal Year 2025: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability. The board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form on a motion from Mr. Blumenthal, seconded by Mr. Twombly, with all in favor.
The initial report must be posted on the CDD website by Dec. 1, 2025; staff added this task to the district’s Key Activity Dates list. The board approved the form and authorized staff to proceed with developing statutorily compliant goals and performance measures for FY2025.
