Resident reports slab water intrusion; board approves drainage easement and schedules follow-up

Oak Run resident Lynda Sorensen told the board that water intrusion beneath her home’s slab caused buckling of wood flooring and mold. She said inspections ruled out plumbing and HVAC leaks, a floor-warranty issue was identified, and a foundation specialist recommended installing drain tiles and extending downspouts 5 to 10 feet. Ms. Sorensen asked the CDD and the homeowners association to coordinate a solution.
District staff and the district engineer told the board they had not reached a definitive conclusion about the water’s source; engineering noted the location (27123 Sound Way) had no local drainage originally because it was an indigenous preserve, and after rezoning it is Club land and not part of the district’s water-management system. Chair Bob Schultz reiterated that drain tiles are typically an HOA responsibility.
Separately, District Counsel Tony Pires presented a template Proposed Grant of Easement for Drainage from the PSGRC to the River Ridge CDD. The board agreed the template can be used repeatedly but that each specific easement will require a sketch and legal description when placed on a future agenda. Mr. Krebs said he is working on two additional drainage easements (Seaside II and the golf-course area) and will forward them to counsel when complete. Resident Mike Rainstin noted that work on Phase I/II drainage improvements had not yet started; staff said work must wait until soils dry.
On motion by Mr. Blumenthal, seconded by Mr. Schultz, the board approved the Proposed Grant of Easement for Drainage from the PSGRC to RRCDD unanimously. Staff committed to provide updates on timing and next steps.
