River Ridge CDD appoints Keith Merrill to vacant board seat; elects officers

The River Ridge Community Development District on Oct. 22 appointed Keith Merrill to fill the vacant Seat 1 on the Board of Supervisors and immediately administered his oath of office.
Mrs. Cleo Adams, the district manager, administered the Oath of Office after the board heard brief remarks about the two candidates. Bob Schultz nominated Mr. Merrill; the nomination was approved on a motion by Mr. Schultz, seconded by Robert Twombly, and carried unanimously.
The board then adopted Resolution 2025-01 to elect and remove officers. Mr. Kurt Blumenthal nominated a slate that named Bob Schultz as chair, Terry Mountford as vice chair, Kurt Blumenthal and Robert Twombly as assistant secretaries, and Keith Merrill as an assistant secretary. The resolution also removed James Gilman from the board-designated officer list. On motion by Mr. Blumenthal, seconded by Mr. Mountford, the resolution was adopted with all members voting in favor.
District staff and counsel provided Mr. Merrill with required governance materials, including instructions for required ethics training, Form 1 filing, the Sunshine Law, and Form 8B conflict disclosure procedures. Counsel Tony Pires reviewed limitations and public-record obligations that apply to board members.
The appointee’s term runs through November 2026. The board noted the November meeting will be held Nov. 19, 2024, following a schedule change.
The board record shows the appointment and the resolution were both approved by unanimous motion; no dissenting votes were recorded.
