Warner Select Board hires public works director, approves emergency management warrant article and $3,000 grant

At its Feb. 3 meeting the Warner Select Board approved a set of administrative measures, hiring and grant actions.
Personnel: The board unanimously approved the hiring of Harold "Herm" Blanchette as Director of Public Works/Road Agent effective Feb. 9, 2026.
Emergency Management: Director Ed Mical distributed attorney‑edited language for a warrant article to establish a revolving fund for emergency management activities. The Select Board voted to place the proposed warrant article on the 2026 Town Meeting warrant. Mical also reported two grant applications: one to update the Emergency Operations Plan and a second to update the Continuity of Operations Plan. The board accepted an Emergency Management Performance Grant for $3,000 to update the Continuity of Operations Plan; Mical said the total project cost is $6,000 and the town would provide a $3,000 match.
Finance and payments: Tax Collector Kimberley Edelmann asked the board to authorize electronic tax payments under RSA 80:52‑c. Edelmann said payers will be charged a 2.99% convenience fee paid to a third‑party processor (EB2 Gov) and the town will receive only the payment amount. The Select Board approved authorizing the Tax Collector and Deputy Tax Collector to accept credit/debit or other electronic payments.
Permits and routine approvals: The board approved a raffle permit for the Warner Fish and Game Club for events through Dec. 31, 2026, approved the consent agenda (timber yield taxes, abatements and exemptions) and accepted previously signed manifests and payroll items as read.
Votes and implementation: Most of the items were approved unanimously. The grant acceptance requires executing the grant agreement and providing the town match; staff indicated the Select Board must sign the grant agreement.
