Shiawassee County adopts $23.3 million FY2026 budget, institutes hiring freeze

The Shiawassee County Board of Commissioners voted Dec. 10 to adopt the fiscal year 2026 budget, approving a general fund budget that projects $23,314,686 in revenues and the same amount in expenditures and sets the county millage at 5.3597 mills after the Headlee reduction.
Commissioner Cindy Garber moved to approve Resolution #25-12-19, and Commissioner Brad Howard seconded. The resolution cites the Uniform Budgeting and Accounting Act (Public Act 2 of 1968) and notes that the Finance and Administration Committee reviewed department requests and revenue estimates. The motion passed on second reading by roll-call vote: six ayes (Howard, Haley, Holzhausen, Johnson, Garber and Chairman Brodeur) and one nay (Commissioner Matthew Shepard).
The adopted resolution contains several administrative provisions: it approves special revenue fund budgets, designates the county administrator as chief fiscal and administrative officer for purposes of the Uniform Budgeting and Accounting Act, places a hiring freeze on all positions (with any vacancy to be reviewed by the Finance and Administration Committee and approved by the full board before refilling), and authorizes the administrator's office to transfer up to $6,000 between accounts without prior board approval. The resolution also reiterates the board's process for reporting claims paid prior to board authorization.
Earlier in the meeting the board held a public hearing on the proposed 2026 budget; County Administrator Dr. Brian Boggs provided background and board members asked clarifying questions. The minutes record no public speakers at the hearing. The board also authorized end-of-year 2025 budget adjustments and empowered the county administrator to make additional adjustments necessary to close out the 2025 budget.
The budget resolution was presented and approved during the Dec. 10 meeting; the clerk and chairman signed the resolution as recorded in the meeting minutes.
