River Ridge board splits 3–2 to install a $3,098 "zombie box" instead of relocating lake aerator

Operations Manager Shane Willis presented a revised proposal from Bentley Electric and Premier Lakes, Inc. to relocate the 240V aerator in Lake E1-C. Board members discussed the higher relocation cost (about $10,755), the option of installing a zombie box at the existing location and revisiting relocation in the proposed Fiscal Year 2026 budget discussions.
On motion by Bob Schultz, seconded by Robert Twombly, the board approved installing a zombie box at a cost of $3,098. The motion passed 3–2: Schultz, Twombly and Keith Merrill voted in favor; Terry Mountford and Kurt Blumenthal opposed.
The board also discussed logistics such as additional electrical work (an extra 125 feet in the Bentley Electric estimate) and whether to defer the larger relocation expense to future budget cycles. Staff recommended revisiting relocation during FY2026 budget planning if conditions or funding change.
