San Luis ratifies $65,000 wastewater budget transfer and approves $116,250 water-tank change order

The San Luis City Council ratified a budget transfer within the wastewater division of $65,000 to fund construction of a CMU wall at the East Wastewater Treatment Plant and approved a change order totaling $116,250 for rehabilitation work at Well Site 3.

Assistant public works director Jorge Perez told the council that the city had planned a generator purchase that would not arrive in time, so staff reallocated funds and pursued bidding for the CMU wall. Bids exceeded the estimate and the department then purchased materials directly, reducing projected cost to about $65,000. "So we're requesting your approval and ratification of a budget transfer, which was used to finalize the construction of a wall at the East Wastewater Treatment Plant," Perez said.

On the Well Site 3 tank project, the contractor identified additional structural repairs during demolition, including replacement of rafters and top-shell work. Perez said the second change order would remove the roof, replace six to eight inches of the top shell and install new rafters and roof plates at a cost of $116,250, to be paid from FY27 project funds; council approved the change order.

Why it matters: both items address active infrastructure repairs and construction timelines. The wastewater item was ratified after staff used available division funds to keep the project moving; the tank change order covers discovered construction defects and avoids leaving the tank in a degraded state.

Next steps: staff will proceed with construction and return any required documentation; finance will reflect the ratified transfer in departmental accounting.
