Ways and Means approves payroll RFP and forwards business license text amendments to full board
Summary

Michelle and Tangela briefed the committee on payroll operations and a proposed RFP. Michelle said the city inherited an ADP payroll system in 2015 that staff find cumbersome and that it lacks features needed for current overtime and scheduling requirements; staff requested an accelerated 15-day RFP window because vendors have been preliminarily contacted and the city needs to determine replacement options for implementation toward the end of the year. The committee voted to issue the RFP.
Whitney presented proposed text amendments to the business license section that would remove a separate Public Safety Committee review for dance schools (since conditional-use permitting already provides review), align billboard fee language to state limits, and correct duplicate or inconsistent eldercare fee entries. The committee moved those text amendments to the full board for approval.
Separately, the committee approved forwarding the fiscal year 2025 budget amendment (driven by audit adjustments and storm/legal expenses) to the full board and approved the consent agenda (January 21 minutes).
