Boiling Springs council accepts USDA disaster grant, approves lead-service and CDBG measures

The Boiling Springs Town Council on May 5 unanimously accepted several grant- and project-related measures, including a $337,000 Disaster Assistance Fund (DAF) award from USDA Rural Development to help replace town vehicles and equipment damaged during Hurricane Helene.
Joshua Carswell of USDA Rural Development explained the grant would cover roughly half the cost of specified vehicle and equipment replacements and outlined post-award compliance requirements including nondiscrimination obligations, periodic on-site inspections and quarterly reporting. Councilman Marty Thomas moved to accept Resolution #260505.01, Councilman Justin Davis seconded, and the motion passed unanimously.
On the consent agenda the council also approved Resolution #260505.02 accepting an NC Department of Environmental Quality grant for lead service line replacement, adopted Ordinance #260505.1 amending the project budget for the lead service line replacement, and approved CDBG compliance plans together with Resolution #260505.03. Those consent items were approved as part of a single motion and passed unanimously.
The council appointed representatives to the reconstituted Cleveland County Association of Government Officials (CAGO). Councilman Marty Thomas nominated Councilman Justin Davis as the town's primary representative and nominated himself as the alternate; the motion was seconded by Councilman Ron Wood and passed without opposition.
Other routine meeting business included approval of minutes and the 2026 first-quarter financial report. The meeting adjourned at 7:43 P.M.
