The Elyria Planning Commission on July 7 approved two subdivision plat phases for the Fieldstone Lakes development, with conditions that road components be constructed to city standards or secured by an agreement before final plat approval.
Planner Mister Shoney introduced Planning Commission case 2026100071 for the Enclave at Fieldstone Lakes (plat 3), saying the proposal is consistent with prior submittals and that individual housing units will undergo separate zoning review at building permit stage. "As per his review, the proposed next phase is consistent with past submittals for this portion of the subdivision," he said.
Engineer Schneider told the commission the proponent sought approval for improvements not yet constructed and noted the city typically requires public roads to be constructed or an agreement in place before approval because portions of the phase — including Fieldstone Drive — will become city-maintained. "Typically, we've always required it to be constructed or to have an agreement in place," Schneider said.
Fire Prevention Bureau Supervisor Steve Gull said the bureau approved the plans for the initial phase to continue, and proponent representatives told the commission that underground utilities are complete and paving is scheduled for the following week.
The commission voted to approve Planning Commission case 2026100071, attaching the engineer's condition that components be built to city standards. The panel then considered Planning Commission case 2026100072, a similar submission covering a different portion of Fieldstone Lakes, and approved that case as well. Schneider noted the key distinction that the road in that phase will be private and therefore not maintained by the city, but still must meet construction standards.
Both approvals were carried by voice vote; the record shows the motions were moved and seconded and the chair announced the motions carried. The decisions leave detailed zoning review of individual houses to subsequent building-permit submittals.
