The Independence City Council voted 7–0 to approve Resolution 26-747, a letter of support for Terrace Crossing, a proposed 60-unit affordable housing development on a blighted site at or near 9701 E. 35th Street.
Jeff Beckler of Zimmerman Properties described the project's income mix — 10 units at 30% area median income (AMI), 37 at 60% AMI and 13 at 80% AMI — and outlined amenities such as a fitness center, computer center, playground and a planned partnership with the Community Services League to provide resident services. Beckler said the developer is exploring fencing along the southern edge near Highway 40 and other safety measures and is open to installing sidewalks or contributing to pedestrian safety improvements.
Neighbors and some council members raised safety concerns tied to nearby traffic patterns and the distance children would walk to school; council discussion emphasized balancing neighborhood safety with need for affordable housing and noted potential site-specific review by Community Development. The resolution is a support letter for the developer's application to state tax-credit or funding programs and does not approve construction; site plan, funding awards and permitting remain subject to further review.
