The Town of Winchester Selectboard on Jan. 7 approved several administrative items including an engineering contract, permits, property abatements and internal budget transfers, and held a nonpublic session that produced personnel and deed‑waiver actions.
On the public agenda the board approved a contract with Pinchin Engineers to test J & G's property. Town staff said the contract is not covered by NHDES funding and is expected to cost an estimated $5,000–$7,000; the board approved and signed the contract by 5-0 vote after Selectman Jack Marsh moved to sign and Selectman Herbert C. Stephens seconded.
The board approved the annual permit for State Line Fireworks and a permit for the Feeding Tiny Tummies calendar raffle (each motion carried 5-0). The board also approved a water/wastewater abatement for Map 5 Lot 115‑1 on Warwick Road for $211.37 (water) and $467.31 (sewer); the chair asked that the abatement form be changed to use the term “wastewater” and T.A. Assistant Monica Truesdell said she would ask Danielle Meleski to update the form.
Property abatements approved included $218 for the Creche and $1,271 for 161 Ashuelot Main St. Financial transfers approved by the board included $1,214 from the Computer Fund to Worldwide Computer Solutions for a computer upgrade; an internal transfer of $2,354.61 to the highway department to reimburse fuel costs; and internal transfers totaling $525.97 to the finance department for supplies ($218.42) and postage ($307.55). All motions on these items carried 5-0.
Under “other business,” Selectman Ben Kilanski reported that new overhead doors for the transfer station should arrive within two weeks and that he would seek scrap‑vendor rates to compare against current services. Town Administrator Miner told the board that the Winchester National Bank Committee has submitted an application for a T‑Mobile grant for $50,000 to cover heating, plumbing and electrical work; the minutes do not specify the project location for that grant application. The board was also reminded that petition warrant articles are due Jan. 13 and that the Selectboard and Budget Committee will meet Jan. 14 to consider petition articles; the Budget Committee public hearing is Jan. 15 at 6 p.m.
The board voted to enter a nonpublic session at 6:50 p.m. under RSA 91‑A:3 II (a, c) by roll‑call; the record shows the board reconvened in public at 7:05 p.m. The nonpublic minutes record these actions: approval of deed waivers submitted by the Town Clerk for Forest Lake Campground; acceptance of the resignation of Sherry Willard as Health Department deputy; and approval of paid time off for Kathy Morehouse for surgery. Each nonpublic motion is recorded with a 5-0 vote in the minutes. The minutes note the RSA 91‑A:3(III) standard for public disclosure of nonpublic minutes and indicate the board recorded votes accordingly.
