Cornelius reviews paving, Complete Street and trail plans; paving bid under estimate

City staff told the PIAB that the winning bid for FY 2026‑27 paving came in below the engineering estimate; City Council will consider the bid June 1. Updates were given on N. 19th Complete Street, Council Creek Trail design and other transportation projects.
City staff updated the Public Infrastructure Advisory Board May 12 on several capital improvement and transportation projects, including a paving contract that will go to City Council on June 1 for approval.
Kevin Oppenlander, Assistant City Engineer, said the winning bid for the Fiscal Year 2026‑27 N. 13th & 14th Fremont paving project came in lower than the engineering estimate; he told the board the contract is scheduled for City Council consideration on June 1, with work to begin July 1, 2026 and substantial completion expected by Sept. 30, 2026. Oppenlander also gave a status report on the N. 19th Complete Street project and said a public participation meeting is scheduled and will be advertised soon.
Oppenlander said design work for the Council Creek Trail is complete and crossings are in design, but construction funding has not been identified; he noted documents will be posted on the Washington County website. For the Metro Nature in Neighborhood projects, Oppenlander said a work order with AKS Engineering must be executed for design to begin and that the Steamboat Park piece is complex and moving slowly. He also overviewed South Cornelius collector projects and the 345th railroad crossing, and discussed how Transportation Development Tax revenues are being allocated across projects.
The board received the updates and did not take formal action on project funding or schedules at the May 12 meeting; several items were noted as pending City Council or external approvals.
