City administrator: IDOT delays 1st Ave to 2031; Tri City Housing Lottery will fund eight homes

Jerry said the project includes three phases — design/illustration phases followed by multi‑year construction — and that IDOT representatives will hold an open house on May 12 from 1 p.m. to 6 p.m. at the Bend in East Moline to present illustrations and answer questions.
Jerry also updated the council on the Tri City Housing Lottery, saying 11 residences were drawn and, after vetting, eight qualified to move forward. The assistance is “up to $60,000 a home,” Jerry said, and projects are expected to begin this summer. He characterized the program as life‑changing for recipients who might otherwise be displaced.
The council did not take action on either the IDOT timeline or the housing lottery in this meeting; both items were informational staff reports. The open house is intended to give residents an opportunity to view project illustrations and ask questions about the 1st Avenue phases and schedule.
