Silvis council approves emergency storm-sewer repair and several routine contracts

Silvis City Council on April 21 approved an emergency storm-sewer repair at 1615 18th Ave with a not-to-exceed cost of $21,000 and signed off on several routine contracts and community contributions.
During the regular meeting the council voted 7–0, with Alderman David Rice absent, to approve the storm-sewer repair after the item was moved from the Committee of the Whole. The motion to approve the repair was made by Alderman Steve Marinaccio and seconded by Alderman Doug Greer.
Council also approved a RACOM renewal for the Fire Department not to exceed $4,560 (motion by Alderman Doug Greer; second by Alderman Chad Vroman); a JL Brady HVAC maintenance agreement for $1,175 (motion by Alderman Chad Vroman; second by Alderman Steve Marinaccio); and a four-year Crime Stoppers agreement with first-year costs not to exceed $800 (motion by Alderman Steve Marinaccio; second by Alderwoman Chrissy Winters). Each motion passed unanimously, 7–0, with one member absent.
The council voted to contribute 50% toward a Garden Club greenhouse water heater and piping system (total cost $3,940). Alderwoman Chrissy Winters moved the measure; Alderman Doug Greer seconded. That motion also passed 7–0, with Alderman David Rice absent.
City Clerk Amy Malmstrom, reporting earlier in the meeting, called Kite Day a success and encouraged attendance at a Train Yard event scheduled for April 25. City Administrator Jerry and department heads briefed council members on the budget review schedule and upcoming auditor presentation.
All financial approvals were recorded as unanimous among attending members (7 ayes, 0 nays; David Rice absent). The council's next scheduled budget meetings include a Finance Committee review Thursday at 5 p.m., a public hearing Wednesday at 6 p.m., and a special meeting at 6:30 p.m. to consider final budget action.
