Council approves pavement-preservation contract, surplus vehicle sales, equipment purchases and easement resolutions; proceeds as directed on litigation and FOP

At the meeting the council approved several budgeted and routine items brought forward by staff. Highlights include:
- Pavement preservation: Council approved year 3 of a five-year pavement-preservation contract with Holbrook Asphalt LLC using high-density mineral bond in the amount of $299,796.10 for selected neighborhoods; staff said the treatment can extend asphalt life by about 5–6 years and recommended approval.
- Surplus vehicles: Council declared six city vehicles (average age about 20 years) surplus and authorized sale through Purple Wave online auction.
- Equipment purchases: Council authorized purchase of a rear-load CNG sanitation truck chassis and associated rear-loader body (combined total approximately $293,647.50) and approved purchase of a Schwartz AATE street sweeper unit ($460,260.68) as budgeted items; staff described operational benefits and training plans.
- Condemnation resolutions: Council approved resolutions 137-26 and 138-26 declaring the necessity to acquire property and/or easements for intersection-improvement projects (NW 27th & Shields; SW 19th & Santa Fe), and staff noted ongoing negotiations with a small number of property owners and recommended proceeding with the condemnation process while continuing outreach.
After closing the public portion the council entered executive session under 25 Oklahoma statute 307 (items b(4) and b(2)) to discuss a pending court case (CJ2026-16) and the fiscal-year 2026–2027 contract with the Fraternal Order of Police, Lodge 131. On reconvening the council voted to proceed as directed on both items.
