Taylor board approves administrative motions, backs elk-resolution direction and schedules special meeting

The Village of Taylor board on Jan. 13, 2025 approved a series of routine administrative motions, directed staff to prepare a resolution supporting property owners affected by elk damage in Jackson County and scheduled a special meeting to review deliverables from a University of Wisconsin Extension project.
President Joe Kniseley called the meeting to order at 5:06 p.m. and the board approved the minutes as received after a motion by Cathy Rose, seconded by Steve Roseth; the motion carried with five yes votes. The board also approved the Treasurer's Report and the payment of bills, which included General Fund charges of $8,264.12, Water $24,434.59 and Sewer $4,861.84.
Clerk/Treasurer Tammy Weisman reported that cleanup of long-outstanding checks and reconciliation items produced accounting changes: the General Fund rose by $5,462, the Sewer Utility declined by $63 and the Water Utility declined by $6,504. Weisman said supporting research documents are available for board review.
On building access, Weisman told the board that a few fobs were denied entry on New Year's Day because holidays were configured in the security system. Justin Beaman moved to remove holiday restrictions from the access software; Julie White seconded and the motion carried, 6–0.
Board members also discussed elk damage to private properties in Jackson County. Weisman presented example resolutions passed by neighboring towns and villages and asked whether Taylor should pursue a similar action. Cathy Rose moved that the Village prepare a resolution in support of elk-damaged properties in Jackson County; Steve Roseth seconded, and the motion carried 6–0. Weisman will draft and present the resolution at the February board meeting.
The board set a Special Board meeting for 5:30 p.m. Monday, Feb. 17, to review PowerPoint deliverables and proposed Facebook posts from Prof. McLeod's UW Extension group. Weisman said the village has received the presentations but is still awaiting additional deliverables.
President Kniseley also reported that Tri-County Gunderson Ambulance Service/Black River Falls EMS is now the village's ambulance transport provider following a county-level switch. The board adjourned at 6:00 p.m. after a motion by Bob Hulett, seconded by Steve Roseth.
The board's next regular meeting is the next scheduled monthly meeting; Weisman will post the Feb. 17 special meeting agenda by Feb. 14.
