Port Royal advances Sands Beach boardwalk and approves tree maintenance contract

Staff reported that parts for the Sands Boat Landing were delivered and that county crews expected to begin repairs within about a week (S9). Planning staff and the consultant presented renderings showing a timber bridge/boardwalk with a 14-foot one-way vehicular lane and a separated 6-foot pedestrian/bike lane, guardrails, soft lighting and a bulkhead designed to allow public-works maintenance without repeated state permitting (S10).
"Everything within those bulkheads on either side will be able to be raked out and maintain and keep flat anytime without permitting from the state," the planning presenter said (S10).
Task-force members described landscaping and placement of picnic tables, benches and a pavilion in Sands Beach Park. The Sands Beach Task Force solicited tree-service estimates and returned two bids, one for $11,500 and one for $12,000; council approved the $11,500 contract by voice vote for limb-up and clean-up work.
Residents and community members attending the meeting praised the improvements. Colleen Johnson (Bootcamp Saksley Way) said the beach is a local "gem" and thanked council and staff for the work (S11).
Council also discussed operations tied to major events such as July Fourth and the planned design changes to parking and sidewalks near the park to improve safety and event access.
The tree work contract and the planned boardwalk designs move the town closer to construction and maintenance milestones; staff provided target completion for boardwalk elements in late February and a short repair window for the boat landing.
