Silvis council approves multiple tax abatements, community funding and permits in unanimous votes

Silvis — The Silvis City Council on March 3 approved a package of ordinances and administrative items in unanimous votes, moving a slate of measures from the Committee of the Whole into the Regular meeting and adopting them without dissent.
Council members approved four tax‑abatement ordinances: Ordinance 2026‑01 abating taxes for Bond series 2020A, Ordinance 2026‑02 for Bond series 2020B, Ordinance 2026‑03 for Bond series 2018, and Ordinance 2026‑04R directing abatement of taxes for fiscal year 2025–2026 for the General Obligation Bond 2018. Each ordinance passed on an 8–0 vote on the Regular meeting agenda after unanimous committee action earlier in the evening.
The Council also approved administrative and community items, including authority to sign a Bi‑State joint purchasing agreement (8–0); authorization to apply for an LSLR loan (8–0); and several local items to support community events and services. After debate on the Regular agenda the Council approved a Little League scholarship in the amount of $1,500 (motion by Alderman Dave Rice, seconded by Alderman Rick Butts, vote 8–0), granted a special event permit for Kite Day (8–0), and approved purchase of a shed for the Police Department not to exceed $12,000 (motion by Alderwoman Chrissy Winters, vote 8–0).
The Council also approved Resolution 2026‑5R, an application for community project funding, after amending the resolution in committee to include sewer as an eligible project component; that resolution and its amendment were moved from committee and approved on the Regular agenda (unanimous). An intergovernmental agreement to hire a retail attraction company was discussed in committee and referred back to committee for further consideration; no final action on that IGA was taken on March 3.
All recorded votes listed council members consistently voting in favor. The measures moved from the Committee of the Whole to the Regular meeting earlier in the evening, and the Council completed its business and adjourned at 7:46 p.m.
What happens next: Items referred back to committee will be scheduled for future committee review; the tax abatements and funding resolutions adopted on March 3 will be processed according to city procedures and any implementation timelines contained in the ordinances or supporting documents.
