Bennet council approves consent items, appoints street superintendent and moves investments; hazard plan tabled

Remaining consent items included approval of minutes from Oct. 13, 2025; claims for payment; the treasurer's report; acceptance of Justin Stark's resignation as Street Superintendent; RESOLUTION 2025-11.1 (Year-End Certification of City Street Superintendent 2025); RESOLUTION 2025-11.2 appointing Brian Friedrichsen as 2026 Street Superintendent; RESOLUTION 2025-11.3 (originally on consent but removed for separate consideration); RESOLUTION 2025-11.4 approving the Christmas in the Park block party; and a 2026 renewal agreement with Olsson Engineering.
Council approved financial moves proposed by Jesse Schmidt: transfer $1.1 million from Union Bank & Trust to NPAIT and transfer $248,387.50 into SLGS bonds per a provided schedule; both motions passed on recorded votes. City Attorney David Solheim reported amendments to a five-year contract that his office had prepared and returned to Uribe for review; a final agreement is expected at the December meeting.
Council discussed the Quincy Street right-of-way project and deferred approval of Catlett Surveying's $2,500 fee until property-owner outreach occurs. The council also reviewed proposed updates to the USPS lease, citing rent increases and an environmental clause; Council Member Josh Buck and Brian Schuele said they would obtain quotes to inspect potential environmental issues in the building.
Kristi Sittner requested lighting for the park shelter, gazebo and storage shed; the council approved a Park Fund donation of up to $1,000 contingent on the Bennet Community Fund raising the required funds and mayoral approval for installation.
During public comment Larry Kramer asked about a banner for the Dec. 6 Christmas in the Park; Nebraska City Utilities said it could not install the banner due to clearance issues. The council entered closed session to discuss pending litigation at 9:35 p.m., returned at 9:47 p.m., and adjourned at 9:49 p.m.
