Malone opens CDBG public hearing, authorizes actions to seek up to $750,000 for housing repairs

At a public hearing opened at 6:15 p.m., the Town of Malone outlined a proposed Community Development Block Grant application that could provide up to $750,000 for housing rehabilitation work, including major repairs such as roofs, septic systems, foundation work and handicap access. Deputy Clerk Lily McCaffrey opened the hearing and Sue Picard read a letter describing the program and noting that HUD counselors would assist applicants; according to the record, “We received no prior written or oral comments.”

The hearing clarified that eligible homeowners must apply and, if approved, will be placed on a wait list; when asked how many houses the grant would cover, Picard said the number depends on applications and eligibility. The program is intended to support homeowners who meet the CDBG income and eligibility criteria and require substantial repairs.

After the public presentation, the Board unanimously adopted a series of CDBG-related resolutions. Those actions authorized the Town Supervisor to serve as Section 3 Coordinator and as Certifying Officer, approved signing the Section 3 Plan, committed the Town to affirmative fair housing efforts, and classified the environmental review as a Type I action under 6 NYCRR §617.4–617.5. The board also authorized participation in the New York State Homes and Community Renewal CDBG program and designated Friends of the North Country, Inc. to assist with application preparation and submission. The Board closed the public hearing at 7:37 p.m.

The next procedural step is application submission to NYS Homes and Community Renewal and any follow-up actions required by the State for environmental review and program compliance.
