Taylor approves SEH Engineering amendment to address DNR compliance for wastewater system

Dan Schaefer, representing SEH Engineering, presented Amendment #1 to the village's Professional Services Agreement at the Dec. 9 board meeting to address compliance issues flagged in a Wisconsin DNR inspection report.
SchafEfer (SEH Engineering) outlined that previously completed work included a Chemical Feed System submittal and an MDV application to the Wisconsin DNR. The amendment adds three new tasks: design of Chemical Feed System improvements, bidding for those improvements, and preparation/submission of an Individual Phosphorus Variance (IPV) application plus a Pollutant Minimization Plan (PMP). Schaefer said next steps depend on the timeline for completing the non-compliant items; Clerk/Treasurer Tammy Weisman noted DNR inspector Jenna Monahan is awaiting receipt of the IPV and PMP and indicated that having a plan and timeline before the next WPDES permit renewal (in five years) would likely satisfy DNR expectations.
The board approved proceeding with the amended Professional Services Agreement (motion by Cathy Rose, second by Sheryl Narva; 5 yes votes). Trustees also noted that David Walter had requested adding the Bridge & Main Streets sewer project as contingency projects to a USDA submission; Schaefer said he hoped to contact DNR inspector Jenna Monahan shortly after the holidays and that a follow-up meeting with the Village of Taylor will be scheduled.
No formal vote-recorded conditions or dollar amounts for the amendment were stated in the minutes beyond the board motion to proceed. The board directed staff and the engineering representative to continue coordination with the DNR and to set a follow-up meeting for project timing and next steps.
The board's action sends the amended scope back to staff and SEH Engineering to carry out design, bidding and permit-application tasks needed to resolve the DNR compliance items.
