Planning commission approves three guest‑house permits, tabling the large PDD

At its July 6 meeting the Bulverde Planning & Zoning Commission handled several consent and public‑hearing items before the large PDD discussion.
The commission approved minutes from the June 2 meeting and then heard three special‑use permit (SUP) requests for accessory guest houses in R2‑zoned subdivisions:
- 553 Rosemary Ridge Drive (Bell Oak subdivision): staff reported the proposed guest house has a residential floor area of 528 sq ft (below the 1,000 sq ft maximum) and will use the same access and utilities as the main residence; no public comment; the commission voted to recommend approval to city council.
- 34591 Tiffany Bell Road (Bell Oak): staff said the proposed guest house is 632 sq ft (under 1,000 sq ft). The applicant told the commission the casita will be for extended family; there was no public opposition and the commission recommended approval to city council.
- 31244 Sunlight Drive (Oak Village North): staff reported the proposed secondary dwelling was 990 sq ft, exceeding a staff‑referenced standard of 717.09 sq ft; the applicant said the unit is intended as a full‑time residence for an elderly parent with wheelchair accessibility. Commissioners discussed ADA compliance, floor plans and monitoring. The commission recommended approval to city council with conditions limiting guest‑house size (within 33% of the main dwelling and not exceeding 1,000 sq ft) and requiring relevant mitigation.
Each of the three SUP items was recommended to city council by voice vote; the commission’s motions and seconding members are recorded in the meeting minutes and will be forwarded to council with staff reports and conditions.
Ending: After completing these votes, the commission proceeded to the TriMark PDD hearing and ultimately tabled that item to allow the applicant to supply revised materials and more specific engineering.
