Selectmen approve multiple zoning permits; set deadlines and conditions in Rowley consent decree

The Springfield Selectmen on Nov. 12 approved multiple zoning permits and reviewed enforcement conditions for a property in violation of shoreland rules.
The Board approved zoning permits for: a 12-by-20-foot metal carport for Mary and Gregory Arnett at 54 Brook Road; a 60-by-70-foot 'barndominium' for Emily Philbrick at 39 Shad Hill Road (occupancy contingent on local and NHDES ISDS and well approvals); an 8-by-40-foot storage container for Steve Orne at 2714 Main Street (outside the Shoreland Protection District); and a 48-by-36-foot barn for Jason Patten at 53 Town Farm Road Ext.
The Board also discussed the enforcement case involving Tyler Rowley at 2380 Main Street. A Notice of Violation had been issued for construction within the 100-foot shoreland buffer and a consent decree was agreed in Newport District Court on Oct. 21. Rowley appeared before the ZBA on Nov. 5 and received a variance; under the consent decree Rowley must submit a complete building/zoning permit application by Dec. 5. If the building permit is denied, the Rowleys agreed to remove the stairs within 14 days of denial. The minutes state the Rowleys may continue short-term rental use through Dec. 15; after that date no STR use may occur until a special exception and site plan approval are obtained.
Several other zoning items were noted as pending: a short-term rental 'tent' application at 2513 Route 4A requiring a 34"x22" scaled plan, and a 94 Main Street single-family home application pending NHDES shoreland and NHDOT driveway permits and engineering plans.
The Board recorded and approved meeting minutes from prior meetings and will continue to monitor compliance deadlines and pending applications.
