Officials working to assemble 2025 revaluation plan after Avitar steps back

George Hildum updated the Board that Springfield must complete a revaluation for 2025 but that Avitar, the town’s past vendor, informed the town last year it cannot perform the 2025 work because of staffing issues.
In January the town issued an RFP and received no responses. Hildum and Mark Stetson, who previously worked together in Springfield, are exploring whether they can assemble a viable plan. Avitar has told them it may provide support for parts of the project but initially declined support for data entry; Avitar later indicated it might provide help on everything except data entry. Hildum said he knows a former assessing clerk who could do data entry but would not be available until after July 4 next year.
Hildum also noted Springfield will undergo a five-year assessment review by the Department of Revenue Administration (DRA), which will require additional town resources and will run in tandem with the revaluation. Hildum said timelines depend on Avitar’s final answer and the availability of data-entry help; he will provide the Board with a proposal when pieces align.
The Board thanked Hildum for the update and awaits a formal proposal and cost estimates when available.
