Planning Board discusses Master Plan update, driveway review and noise ordinance draft; assigns drafting tasks
Summary
On July 18 the Planning Board reviewed options to update Springfield’s Master Plan with assistance from UVLSRPC, assigned John Trachy to draft updates to driveway rules (Section 6.2), and tasked Dan Saulnier and Mike Howard with drafting noise-ordinance language to be incorporated into Site Plan Regulations for future commercial projects.
The board discussed several regulatory and planning-administration items. Tim Josephson said the Upper Valley Lake Sunapee Regional Planning Commission (UVLSRPC) is once again available to assist Springfield with updating the Master Plan and will send a document outlining the ways it can help and the associated costs.
Board member John Trachy raised that forms and documents still need final review and specifically said Section 6.2 of the Zoning Ordinance (Driveways) needs attention; he agreed to draft an update. The board noted prior reviews earlier in the year but concluded additional work remains.
On a separate regulatory item, the board discussed a Noise Ordinance draft and the plan to add noise allowances into the Site Plan Regulations for new or updated commercial businesses, with noise allowances to be site-specific. Dan Saulnier and Chairman Mike Howard will work on drafting the revised language. Finally, Trachy asked what the town is doing about businesses operating without a Site Plan or approved Special Exception; the board noted that enforcement falls to the Select Board and that Site Plan requirements are typically triggered when a zoning permit is requested or property changes.
