Port Royal closes CDBG-backed Royal Palm sewer project after public hearing

Mayor Kevin Phillips opened the May 8 public hearing and introduced Jessica Daley of the Lowcountry Council of Governments, who summarized the Royal Palm Sewer Project and the closeout of its Community Development Block Grant (CDBG) funding.
Daley told the council the town used CDBG funds to extend sewer service to approximately 58 homes on Royal Palms, Narcissus Lane, Smilax and Rosemont, and that the project benefitted “at least 51% low to moderate income persons” while addressing the targeted issues. The presentation described the effort as a multi‑year project that successfully met the grant objectives.
Council members asked no substantive questions and there were no members of the public who registered opposition during the hearing. Mayor Phillips closed the public hearing and moved into the regular council meeting.
The matter was presented as an informational closeout of the federal/state grant and no additional formal action was taken at the meeting. The town will retain the project’s record with the Lowcountry Council of Governments as part of the CDBG closeout process.
