Thorp City Council approves $849,890.90 pay application for wastewater upgrades, adopts new sewer rates and several budget measures

At its Nov. 11 meeting the Thorp City Council approved Pay Application #19 for the Wastewater Treatment Plant upgrades, adopted amended sewer utility rates effective Jan. 1, 2025 to meet USDA loan requirements, carried forward 2024 budget appropriations, amended an ordinance on forfeiture references, and authorized a $363.88 ARPA purchase.
The Thorp City Council on Nov. 11 approved a combined set of financial and ordinance actions tied to the city’s wastewater project and budget planning.
The council voted 5–0 to approve Resolution 2024-11-01, authorizing Pay Application #19 to Staab Construction Corporation for the Wastewater Treatment Plant Upgrades Project in the amount of $849,890.90. The motion was moved by Alderperson Einhorn and seconded by Alderperson Korn. At the meeting, David Walter of Short Elliott Hendrickson reported that construction is 94.9% complete, that floating covers have been installed on both ponds, that flow has been switched to the new system while the old system is being drained, and that punch-list work on mechanical systems remains; a construction meeting was scheduled for Nov. 12 at 11:00 a.m.
The council also approved Resolution 2024-11-02 to amend sewer utility rates and charges, effective Jan. 1, 2025, with billing changes to appear on first-quarter bills sent in April 2025. Alderperson Lawcewicz moved the sewer-rate resolution and Alderperson Abramczak seconded; the motion passed 5–0. Council minutes state the rate adjustments are intended to both manage the sanitary sewer system’s financial operations and to comply with closing requirements for the city’s USDA loan.
In other business the council unanimously approved a resolution to carry forward 2024 budget appropriations for all reserves (M/M/S Rosemeyer, Einhorn) and voted to amend Title 10-1-1 of the City of Thorp Code of Ordinances to include a Wisconsin State Statute reference for offenses subject to forfeiture (M/M/S Einhorn, Rosemeyer). The council also authorized spending the remainder of the city’s ARPA funds ($363.88) to purchase a folding machine, with the balance taken from the water/sewer expense fund (M/M/S Abramczak, Lawcewicz). The draft 2025 General Fund Operating Budget was reviewed with no changes noted.
The meeting was called to order by Mayor Richard Wnek at 6:30 p.m. and adjourned at 7:10 p.m.
