The Thorp City Council on Sept. 9 approved a $437,561.45 pay application for work on the city’s Wastewater Treatment Plant and authorized a separate $39,400 contract for a topographical survey of a planned street project.
Mayor Richard Wnek presided. The council voted unanimously, 5–0, to adopt Resolution 2024‑09‑01 approving Pay Application #17 from Staab Construction Corporation for the Wastewater Treatment Plant Upgrades Project in the amount of $437,561.45 (motion by Alderperson Einhorn; second by Alderperson Lawcewicz). Later the council approved a contract with Short Elliott Hendrickson for survey work for $39,400 to be paid from the Street Reserve Fund (motion by Alderperson Rosemeyer; second by Alderperson Einhorn), also by a 5–0 vote.
Council materials and staff updates reported that construction of the Wastewater Treatment Plant is about 83% complete. City staff said pond rework and filling with effluent at the north site is finished, a survey for a floating cover is complete with installation scheduled for October, influent pumps at the south site have been started, and lagoon sludge removal is underway via dredging. Staff reported they are working with financial adviser Ehlers on a possible rate increase to fund remaining work and await the Wisconsin DNR’s Safe Drinking Water/Lead Service Line funding announcement, expected in September, to determine likely city costs and how to include them in the 2025 budget.
The council also approved routine business items by unanimous votes: approval of the Aug. 12, 2024 meeting minutes and the Clerk‑Treasurer’s monthly financial report, vouchers, payroll register and journal entries (motion by Alderperson Lawcewicz to approve the minutes; motion to approve monthly reports by Alderperson Rosemeyer, seconded by Alderperson Abramczak; all recorded 5–0).
No public comments were received during the pre‑registered citizen comment period. The council’s next construction meeting for the wastewater project is scheduled for Oct. 1, 2024, at 11:00 a.m., according to staff.
