Thorp approves $516,467.50 payment for wastewater plant work as project reaches 79%

The Thorp City Council on Aug. 12 approved Resolution 2024-08-01 to pay Staab Construction Corporation $516,467.50 for Pay Application #16 on the Wastewater Treatment Plant upgrades project.
SEH staff told the council the plant construction is about 79% complete. Work completed since last month includes interior piping in the blower and UV building, plumbing and electrical instrumentation, new well start-up and beginning pond re-work, including liner and geotextile installation and liner testing completed the week of Aug. 5.
The council’s decision to pay Pay Application #16 followed a motion by Alderperson Korn and a second by Alderperson Rosemeyer and passed 4–0.
SEH staff also told the council the Safe Drinking Water – Lead Service Line program will affect the city’s 2025 budget planning. Because the loan program’s funding regulations may require certain local costs be recorded in the general operating budget rather than the utility budget—particularly if principal forgiveness is part of a loan—SEH staff said city staff should include those possible local costs when developing the 2025 budget.
Clerk-Treasurer Michele Pogodzinski said SEH will schedule meetings with city staff in September and October to ensure local costs are reflected in next year’s budget discussions.
The council did not amend the project budget at the meeting. No timeline change for substantial completion was provided in the meeting minutes.
