Council tables decision on forgiving 2019 sewer advance to TID #8

A motion to forgive a 2019 sewer utility advance to Tax Increment District 8 was tabled by the Tomah Common Council on Feb. 17, 2026, after members asked for more information and broader attendance.
The resolution to forgive the advance was first moved by Alderperson Travis Scholze and seconded by Nellie Pater. Administrator Nick Morales told the council the 2019 advance is not a legal debt obligation under state statutes and that the Public Works and Utilities Commission had recommended forgiveness. Alderperson Richard Yarrington asked whether forgiving the advance would generate enough revenue to avoid bonding for water and sewer projects; Director Brandy Leis replied that it depends on project scope and that the city would not always be able to avoid issuing bonds for major capital work.
After the back-and-forth, Yarrington moved, with a second from Scholze, to table the discussion until the March Common Council meeting when more council members are expected to be present. The motion to table carried; the minutes record that Nellie Pater and Dean Peterson opposed tabling.
The council did not adopt the forgiveness resolution at this meeting; members asked that staff provide additional information and that the item return to the agenda in March for further consideration.
