"This contract is going into effect on July 1," Amanda said, adding that emergency provisions were included in the ordinance to allow consideration by first reading so services would not be interrupted.
The ordinance would give Scott Waste exclusive rights to collect, haul and dispose of municipal solid waste and to collect, transport and resell or reuse recyclable materials, and it would authorize operation of a convenience center in Simpson County and the City of Franklin, Kathy, the city clerk, said during the reading of the ordinance.
Commissioner Powell moved to approve the emergency first reading; Commissioner Stewart seconded the motion. Kathy conducted a roll-call vote; Commissioners Powell, Bush, McCrary, Stewart and Mayor Dixon voted yes. "And that ordinance passes unanimously," Kathy said.
City staff and the ordinance text noted that ordinances become effective upon passage and publication; the clerk said the ordinance will be posted on the city's website and that a full copy is available upon request at City Hall during normal business hours. Amanda had asked for two sponsors for the ordinance and identified the mayor's authorization to sign the interlocal agreement as part of the requested actions; Commissioners Powell and Stewart served as sponsors.
