Leacock supervisors approve multiple extensions and partial releases; zoning officer issues Notice of Violation to 'Blissful Treats'

At its June 15 meeting the Leacock Township Board of Supervisors approved a series of procedural land-development actions and partial financial releases.
Supervisor Don Gentzler moved to approve a 120-day time extension until Oct. 6, 2026 for Levi and Rebecca Stoltzfus’s Lot Add-On Plan (Irishtown Road, Plan #25463); the motion was seconded by Supervisor Carl Smucker and passed unanimously. The board also approved 90-day extensions until Sept. 1, 2026 for the Weavertown Mennonite School Final Land Development Plan (73 Orchard Rd., Plan #LanLea-Weav24) and King’s Painting Final Land Development Plan (100 S. Harvest Rd., Plan #Lan-Lea-22-10). All such motions were seconded and recorded as unanimous votes.
The board approved partial releases of security: $2,939.89 was released for the Samuel J. Stoltzfus plan at 2870 Church Rd., with $1,943.61 retained for outstanding items; a partial Letter of Credit release for Blissful Treats at 235 N. Ronks Rd. in the amount of $236,242.20 was approved with $163,727.57 retained; and a $20,878.50 partial LOC release for the major stormwater plan for Steve Esh at 203 N. Ronks Rd. was approved with $10,134.93 retained. Supervisor James Donovan moved for, and Mr. Gentzler seconded, a $41,010.16 partial escrow release for the Major Stormwater Plan for Christian Lapp at 606 Peters Rd., retaining $1,151.48 for outstanding items; that vote was unanimous.
Zoning Officer Joe Kennedy reported on Blissful Treats following a June 4 inspection by Hanover Engineering. Kennedy said the inspection found a semi-permanent trailer connected to a propane tank, a new sign and sheds for sale, and that the business had started operations without permits. "Per the advice of the Township Solicitor, we are releasing the partial Letter of Credit they have for completed work but issued a Notice of Violation today," Kennedy said.
The board discussed a proposed townhouse development on Irishtown Rd. (three separate lots combined, 3.88 acres, connecting to public sewer) and agreed to remain neutral ahead of a Zoning Hearing scheduled the following night. Chair Mike Sensenig said he will provide names for a Planning Commission opening at the next meeting.
All motions recorded in these items passed by unanimous vote at the June 15 session.
