Board adopts FY27–31 water capital plan and approves reimbursement resolution for Nags Head EMS station

The Dare County Board of Commissioners unanimously approved the FY27–31 Water Capital Improvement Plan after a presentation by water department staff.
The CIP includes projects funded from the water enterprise fund: adding a third reverse-osmosis unit at the Cape Hatteras Water Treatment Plant, engineering and out‑year construction for a new well, portable generators for multiple plants, and increased preventative maintenance. Finance staff said the plan maintains key enterprise metrics, including days cash on hand and debt-service coverage ratios, while restoring the emergency repair (E&R) reserve drawn down for prior projects.
The board also adopted a reimbursement resolution for the proposed Nags Head EMS station that allows the county to pay project costs now and reimburse itself from a future debt issuance when that borrowing is completed. Staff explained combining debt issuances will reduce borrowing costs.
Why it matters: Approving the CIP authorizes project planning and budget amendments that shape water-system investment over the next five years. The reimbursement resolution enables current work on the EMS station while preserving a cost-effective financing strategy.
Votes: The board voted unanimously to adopt the CIP and related ordinances and to pass the reimbursement resolution to allow later repayment from a debt issue.
Next steps: Staff will proceed with engineering work and the project procurement schedule within the financial model the board approved.
