Town of Townsend approves roadwork contracts, moves funds to ambulance reserve and grants a liquor license

The Town of Townsend Board of Supervisors on April 14 approved several roadwork contracts, shifted town funds into emergency reserves and granted a local business an alcohol license.
Chairperson Monica Zeller opened the meeting, and the board approved a correction to the agenda and the minutes from the March 10 meeting. Treasurer Beth Hartman presented the month’s profit-and-loss and budget performance. The board approved transfers of $30,000 from the assessor allocation and $80,000 from Hall & Grounds into the ambulance fund, and moved $94,880 into a cash reserve. Zeller moved to approve the report and pay bills; Supervisor Chuck DeMoulin seconded and the motion carried.
On procurement, the board met at 5:30 p.m. to open road bids and approved a slate of contracts for resurfacing and related work. Approved bids recorded in the meeting include: Asphalt Seal & Repair (street sweeping, $880); Scott Construction (double chip seal, $62,560 for a 20-foot mile plus $4,900 for finishing); Farner (infrared patch 5x7 at $175 each and crack-fill work up to $10,000 at $4.00 per pound); and NEA (hot-mix asphalt, $99,765 for a 20-foot mile with $10,750 for finish-grade work and $6,020 for pulverizing). The board voted to accept and record the bids.
The board also approved an alcohol beverage license for Old Town Hall, LLC; the application listed Josh Banie as agent. Supervisor DeMoulin moved to approve the license; Chair Zeller seconded and the motion carried.
On administration and policy matters, the board adopted a Board of Review waiver policy authorizing the BOR to consider requests from taxpayers or assessors and, at its discretion, to waive hearings; the policy cites Wisconsin Statute 70.47(8m). The board approved a new 20-year lease with P&R District #1 for three docks on Horn Lake and Reservoir Pond; Clerk Linda Ziegler will forward the agreement to P&R District leadership for their next meeting.
