Tomahawk council adopts municipal court ordinance, approves wastewater plan contract and multiple permits

The Tomahawk Common Council met May 5, 2026, and unanimously approved a series of ordinances, agreements, licenses and community permits, including adoption of an amendment to Chapter 60 governing the joint municipal court and the award of a professional services contract for a wastewater facilities plan.
Mayor Michael Habeck called the meeting to order at 5:30 p.m. Council members present included Mickey Loka, Patricia Haskin, Robert Soward, Jeff Kahle, Donald Nelson, Will Garske and Mike Loka. Clerk/Treasurer Amanda L. Bartz noted other attendees including City staff, Tomahawk Main Street representatives and local media.
The council first approved routine business. Council member Will Garske moved and Patricia Haskin seconded approval of the minutes from March 24 and April 21, 2026; the motion passed unanimously. The council then approved General Fund checks 118971–119003 and six electronic payments totaling $418,113.49 and payroll checks 53580–53599 with direct deposits V15725–V15819 totaling $139,356.14 after a motion by Council member Mickey Loka and a second by Will Garske.
On licensing and events, the council unanimously approved operator licenses, granted an original alcohol license for DNA Bar & Restaurant LLC (Pine Tree Supper Club, 115 W. Wisconsin Ave.), and approved permits for several community events: the Veterans Kids Fishing Gala (June 6), the Rodd Timm Softball Tournament (July 17–19), Thrilla on the Grill (Aug. 1, including a limited waiver to allow open intoxicants in the event area from 10:30 a.m. to 5:00 p.m.), and Tomahawk Hometown Christmas events on Nov. 28 and Dec. 11.
The council adopted an ordinance amending Chapter 60 (Joint Municipal Court), specifically section 60‑06 concerning collection of forfeiture and costs. Council member Mike Loka moved to adopt the ordinance and waive the second reading; Council member Mickey Loka seconded and the vote was unanimous.
The meeting included items tied to city infrastructure. The Board of Public Works report noted that Zach Sherman was designated operator in charge and temporary leadperson for the wastewater plant and that the board had reviewed proposals from Cedar Corp and MSA Professional Services for a wastewater facilities plan. The Common Council later approved a professional services agreement with MSA Professional Services to prepare a City of Tomahawk Wastewater Facilities Plan; Mickey Loka moved the motion and Will Garske seconded. The council also approved a State Municipal Financial Agreement for Tomahawk Avenue (from the Wisconsin River Bridge to Somo Avenue) on a motion by Will Garske with a second by Jeff Kahle.
The council adopted two honorary resolutions recognizing extended service to the city: Resolution 2026‑11 honoring Steven E. Taskay and Resolution 2026‑12 honoring Dale Ernst. Both resolutions passed unanimously.
The council set its next regular meeting for June 2, 2026, at 5:30 p.m. and adjourned at 5:45 p.m.
What’s next: The council will reconvene June 2; staff will proceed with the contracted wastewater planning work and the Tomahawk Avenue municipal financial agreement steps as approved.
